Leena Ylä-Mononen, Executive Director of the EEA, expressed optimism yet urged continuous action: “As our recent European climate risk assessment revealed, the impact of climate change is accelerating. This leaves us no choice but to strengthen our resilience to climate change and reduce greenhouse gas emissions.”

Meanwhile, agriculture remains a focal point for further emissions reduction potential, as the sector plays a unique role in balancing emissions through land use and carbon sequestration.

Looking beyond the immediate 2030 targets, the Trends and Projections report calls for sustained policy support and investment to reach climate neutrality by 2050.

The EEA stresses that reaching the 2040 target of a 90% emissions reduction, as proposed by the European Commission, will require both predictable and flexible policy frameworks, which can accommodate the scale and speed of change required.

According to the EEA’s analysis, projected emission levels for 2040 and 2050 remain above target, even as many Member States continue to introduce new measures.

This points to the importance of extending policies like the ETS and ESR while incorporating additional carbon-removal initiatives across land use, forestry, and innovative technologies.

As Ylä-Mononen reiterated, “Comprehensive action across all sectors is essential to achieve our shared goal of balancing greenhouse gas emissions and carbon removals within the next two and a half decades.”
